I think Jiren can win against Goku.

Goku is stronger than Jiren at its strongest form, But he cannot keep that form forever. Jiren has the style, The strength, The instinct whenever he battles, So he can defeat Goku if the battle is strong enough - or how about just Jiren continuing the fight and let Goku lose ultra instinct?

Let's say Goku is a drag car and Jiren is an LMP1 car. Goku, Like a drag car, Is strong at one place but weak once the form is worn out. An LMP1 car may be less quick at its top speed but it can drive for 24 hours, Compared to a drag car's about 9 seconds per race or less. Jiren may not be the strongest in its strongest form, But much more consistent compared to his Universe 7 nemesis.


As the show/manga keeps going on, Goku keeps getting stronger every fight, And Jiren has always been strong but never goes up in strength level, Unless he reveals his real strength.

Goku at its strongest phase can only fight over Jiren in his normal state. Plus Ultra instinct is not forever. Jiren can just one-shot Goku at any situations when Goku is not in ultra instinct mode. Goku won because he did a 3v1 against Jiren, But against 1v1 Goku, Especially who cannot control ultra-instinct yet, Would probably lose as a base Jiren is already as strong as a super Saiyan Blue Kaio-ken 20x Vegito.
